BTC demands no royalty regime

The long standing, mutually beneficial and harmonious relationship between Bangalore Turf Club and Royal Western India Turf club has struck a discordant note with regard to the issue of Royalty and is headed for a crisis. The Bangalore Turf Club has proposed that betting centres should be allowed to retain the entire income accruing by way of inter venue betting in lieu of the existing arrangement of paying 23 per cent profit on the tote collections. The RWITC has not agreed to the BTC demand and talks have reached a stalemate.

BTC and RWITC had an arrangement by which racing dates were so adjusted so as not to clash with each other`s racing. Mumbai and Bangalore racing is very popular in the country and has the biggest following. The bone of contention has been the fall in revenue at Mumbai on tote due to which the royalty paid to Bangalore has steadily dwindled over the years where as RWITC`s take has gone up significantly. At present, BTC approximately pays about Rs 3.2 cores as royalty whereas RWITC pays just about Rs 80 lakhs.

The talks between the two clubs reached a dead end and it is possible that BTC may think in terms of cutting off signals resulting in Mumbai racing patrons missing out on summer season which is set to start on Saturday, May 18 through official channels. Outside betting channels take betting on these major centres irrespective of whether official relationship exists or not is a reality that both clubs have to recognise. It is indeed an unfortunate development in Indian racing which is already hit hard by service tax and income tax claims which is having a crippling effect on the growth of the sport and threatening to uproot it.

RWITC Chairman Khushroo Dhunjibhoy said that their club is in an unfortunate situation of having to pay 30 per cent tax on tote collections to the government where as it is 8 per cent in Bangalore. ``The fall of revenue is not our doing. We are in talks with the government and are hopeful of getting concession on this score in return to a guaranteed payment to the government. We are facing problems on several fronts including the issue of lease which is due for renewal. It is only a matter of time that we recover from these problems. We never demanded higher royalty from Bangalore to the one that we had accepted long ago and stuck to our commitment and we expect BTC to also honour its commitment.``

The RWITC Chairman said that the relationship between the clubs was mutually beneficial and should not be spoilt just because we are in a poor position vis-à-vis tote collection at the moment. ``Our stake money has been the lowest in the country and we are struggling. BTC should have a rethink on its demand. We have explained to BTC Committee our difficulties in the joint meeting that we had last month. I am in no position to take any decision right now as we have no racing and most of our committee members are abroad on a holiday. The BTC also should have valid reasons for this sudden aggressive posture especially since we are in the process of re-inventing ourselves through better exploitation of tote. Today we are in a poor position; tomorrow it could be their turn. It does not mean we should exploit each other during crisis times. BTC should show greater restraint as we are not lacking in our efforts to promote tote. At this point of time we cannot agree to change the existing pattern and we cannot concede anything within a time frame of a day or two,`` Mr Khushroo added.

The existing system of royalty has been in vogue since 1980 with minor modifications. The stall fee charged on bookmakers was excluded from the purview of royalty in 2002 and collections on tote became the main source for determining royalty as bookmakers` stall fee varies from centre to centre. The BTC has contended that host centres are not optimizing betting potential through better marketing and greater exploitation through various promotional methods and instead sought to rely on other income to run racing while receiving greater royalty from centres which have made sincere efforts to promote the product. Since the club`s cut and the tax levied by the government vary from centre to centre, BTC believes that there is no level playing field as certain categories of income including the one accruing from mobile phones which is associated with betting is not being considered for computation on the disputable ground that such revenue is not directly related to betting.

It is believed that BTC and Hyderabad Race Club are on the verge of agreeing to the new proposal of squaring off their respective incomes resulting from off course betting.

In the meanwhile, the BTC Managing Committee which is in a tearing hurry to force changes is also considering making access to live feed of its races on a payment basis. The BTC Committee, it seems, is no mood to relent from its aggressive stance. Mysore Race Club is expected to follow BTC on this issue.

Best decision . The rwitc tote has been n such a horrible state for past 5 years. The Commitee has not taken any steps to improve collections. The profits accrue on letting out the lawns for weddings and mobile phone charges .

They dont wish to see punters in race course. 80 % of punters in btc cary phones , not to do business but to retain it for emergency calls.The rwitc charges a whopping sum to carry the instrument , leading to dismal scenario. After live streaming was introduced , is there any need to attend races at RWITC. Bookies are available on phone , no sane person will put money on tote.40 % eaten away before even the race begins. Vivek Jain and his precedessors did nothing. All they were interested in Kursi and publicity.

Kudos to BTC , having 1000 + crores turnover. The tote collections and the management is the best in the country.

3.20 crores and 80 lacs , criminal waste of money. The money is better utilised for amenities for punters. If RWITC is unable to offer btc the betting on pune and mumbai races , btc is better off giving kolkata and hyderand races.

can you give the comparitive figures between BTC and HRC , RCTC and Kolkata ??

It is not good for racing. BTC is acting like a big brother. The BTC committee is being brash. RWITC is a big club and it may not be long before BTC learns its lessons. The decision is sure to hurt BTC much more than it does RWITC which in any case was not earning much income with attendance being very thin.

It is like the son throwing out father from the house because he begins to earn more money. We should respect institutions. BTC tote gets highest collection on Mumbai racing and it is at their own peril that they are taking these bad decisions. The committee is too cocky for its own good.

BTC is giving Rs 3.20 crores to Mumbai not got from thin air. It is the collection on the betting. It is clear that BTC will be taking a risky route if they take a confrontationist attitude with RWITC. Gymkhana racing of other centres will not generate that much income. The BTC Committee is embarking on an adventeurist step which will not go with fellow clubs and race goers. Today it is RWITC and tomorrow it could be other turf clubs whch could act big because of financial clout thnaks to tote which is alos on the decline in Bangalore going by the dividends in the last few months.

BAD on BTC,it is a Shame.Lets go into the facts BTC turn over 1400 crores and fixed deposits in banks only 8 crores,RWITC as good as nill turnover in tote they have Fixed Deposits of close to 150 crores.This shows how the two clubs function

Right decision. One cant condone incompetency.Period. Regarding Fixed deposits referred by Sam , you have shown your ignorance. Turnover may be 1400 crores , does not mean profit is 1400 crores.

The club gets 5 % as net commission on Tote turnover. Work out the maths. Out of which the expenses on Salaries , rent , cost of tote operations , live telecast , royalty , income tax etc., has to be met.

RWITC has been having 100 crores as deposit for past many years. What does it say. They dont wish to invest on new terminals to attract punters to tote. The whole club structure is dismal. Low attendence , low tote collections , low stake money. So why then call it premier racing centre. All big races stake money is provided by Sponsor`s . The club is not providing any incentive to owner , trainer , jockey or punters . Content with 8 % interest income , mobile fees charges , charges from restuarant , letting out grounds for wedding etc. In the end they pay 5 crores as legal fees to recover dues of those who are running the restuarant. Why should punters foot the bill of high profile lawyers since the end result is the same.

RWITC has to improve its tote operations. Relying on 2.40 crores from btc to meet salaries and publicity expenses is a shame

With the taxation in each State being different and immediate threat of TDs collections, ServiceTaxes, Sales Taxes on horse sales and the local Government Licencse Fees, tote, bookmaker`s taxes etc each Club will have to fend for themselves and one can not depend on another Club to be subsidized by another Club. You must cut your cloth to your size. With the recent concessions given by the new CM to the people, he is bound to tap resources else where. If you make surplus money it should be diverted to the Punters and Investers Owners of the Industry for progress of racing.

This brings to mind the protectionist `beggar thy neighbour` policies of the various trading blocs in the 1930s.... it led quickly to the worldwide Great Depression. Free trade always better than Protectionism.

Perhaps the two centres will come to an amicable compromise... Mumbai may consider raising its contribution somewhat and Bangalore may wish to be mindful of the uneven tax treatment in Mumbai and other factors.

Boycotting each other will only result in revenue loss for both centers, quite apart from its impact on punters and loss of goodwill at a time when the Racing world needs to face impending crises together.

RWITC totes deteriorated under the immediate past chairman as he concentrated on getting people to race course to enjoy the freebies. The chairman went about trumpeting that attendance had gone up which was not that of real race goers. It is like a wound which looks like healing but internally it is developing as gangrenous. Now the RWITC is facing the reality of the consequence of giving inflated attendance figures which was the bane of the previous regime. RWITC Committee has written a rude letter to BTC saying that their proposal has been rejected. They are testing whether BTC will go the will length of their threat. They believe that BTC will back off and they continue with the unequal payment of royalty on each other`s races.

This is one of the most unpopular decisions taken by BTC. Though Mumbai racing has become a nightmare with tote collections hitting a poor, there is glamour in its racing. We love Mumbai racing and I hope because of the shenanigans of BTC committee we are deprived of good racing and subjected to gymkhana racing of other centres. Hope better counsel prevails.

It is the arrogance and condescending attitude of RWITC that is the main reason behind this discord. They cannot or are incapable of handling anything with finesse and grace

The rot in tote collections set in when the club did not take active steps to stem the rot. The attendence dwindled and tote and all other collections dropped drastically. Subsiquntly the collections and attendence improved considerably during the period of Vivek Jain and Co. It is a matter of record. Prestntly in the months of March and April the collections totally dipped both the attendence and tote collevtions were poor. The situation does not look any better. It is but natural that BTC would not like to share its tote gains with RWITC.

already the tote payments in bangalore is getting lower each racing day, and punters are already looking towards unofficial bookies who operate daringly without collecting any tax and there are talks going round that these bookies are related to BTC stewards and stipes. If this continues the days are not far for BTC to follow RWITC in tote collections. persons staying in glass house should not throw stones at others.

RWITC`s expenses for publicity and advertisement runs into crores of ruppees. They can cut out all the glitz and false beliefs and realise the reality. They need to stop spending money on publicity which in any case is not getting them any desired result. Instead, they can use that money to pay royalty to Bangalore.

BTC is not bothered about private bookies operating in its tote centers openly. Not made any attempts to better or give any facilities to the TOTE punter, who is bringing in this main stream of income.
All their efforts are channeled in only one direction.
How to better their own luxuries, at TOTE punter`s contributions,
without contributing anything to the sport by it`s totally ignorant, arrogant, indifferent, and indulgent royal members.

the tote centres run by btc has become like old hindi movie addas, with smoke, shouting, drunkard behaving badly. why the centres are not being improved and rules like no smoking and public nuisance creating persons removed. Parking of vehicles of the punters causing inconvenience to public etc

Its so funny...there are people who support RWITC in anything situation come what may in these forums....these same people are major critics of the RWITC WHEN IT SUITS THEM.
Its a fact that RWITC HAS IGNORED THE PUNTER TOTALLY in the last 5 years as attendances and tote collections have dwindled. 20 year old tvs, exhorbatant mobile phone charges, and non-ac seating even in the members area make for a very uncomfortable experience at Mahalaxmi- specially in summer off course, high taxes all leading to dip in tote collections.
RWITC have had enough time to put their house in order. THEY DO NOT FEEL THEY HAVE TO.
Not surprised if other clubs take up the same stand with THE BIG BROTHER...HIGH TIME

Very interesting and informative article. Why only you have printerd opinion of RWITC Chairman ? Why no opinion offered of BTC Chairman ?

BTC Committee has shown a very immature approach. I hope relationship which has been built over years of goodwill is not spoil by this arrogant attitude of BTC Committee. Bad and shameful decision.
